This trial is enrolling 46 individuals with cervical/thoracic spinal cord injury occuring at least 3 months ago to test the effect of different frequencies of transcutaneous spinal stimulation (TSS) on spasticity, muscle strength, and pain. TSS is a technique for stimulating the spinal cord via skin-surface electrodes to modify spinal cord function. If included, participants will undergo TSS for 30 minutes at 3 different frequencies. Participants must come into the study center 4 consecutive days a week for 2-3 hours per day over 2-3 weeks. Final testing of spasticity, muscle strength and pain will be performed 20 minutes after testing.
