This trial is enrolling 40 individuals with chronic spinal cord injury to test feasibility and effect of a circulatory manipulation technique that alternately reduces blood flow and then allows normal blood flow (ischemic preconditioning - IPC) on upper limb exercise performance. IPC uses a blood pressure cuff on the arm , repeatedly inflated and deflated. If included, participants will be randomly assigned to receive either: four cycles of IPC (5 min cuff inflation followed by a 5 min period of cuff deflation); or sham intervention. Final testing of upper limb exercise performance will be performed after 40 minutes.
