This trial is enrolling individuals with spinal cord injuries, who qualify medically for an intrathecal baclofen pump (an implanted pump to deliver anti-spasticity medication), to test whether spinal cord stimulation (a technique for stimulating the spinal cord with an implanted electrode placed next to the spinal cord) or the pump is more effective for treating severe spasticity. If included, participants will be surgically implanted with either: 1) an epidural stimulator; or 2) an intrathecal baclofen pump (standard of care). Final testing will be performed after 8 months.
