This trial is enrolling individuals with chronic cervical spinal cord injuries to test the effect of transcranial magnetic stimulation (TMS) on arm and hand function. TMS is a non-invasive technique which uses a magnetic field to stimulate the brain. A coil (held over the head) delivers the magnetic stimulation that activates the brain and spinal cord. In this study TMS will elicit a muscle response from wrist extensors. If included, participants will undergo 30 visits with TMS, each lasting 1-5 hours.
