This trial is enrolling individuals with chronic cervical or thoracic spinal cord injuries to test the effect of skin-surface (transcutaneous) electrical stimulation of the spinal cord. Investigators want to see if a neuromodulation technique called SCONE (Spinal COrd NEuromodulation) improves urinary tract dysfunction. If included, participants will receive SCONE therapy for 12 weeks with either: 1) experimental neuromodulation; or 2) sham (inactive) neuromodulation. Final testing will be performed after 12 weeks.
